Mechanisms for Implementation

In decision 14/29, the Conference of the Parties decided to explore the development of an enhanced review mechanism for the Convention to strengthen implementation under the post-2020 global biodiversity framework. The need for an enhanced review mechanism under the Convention has also clearly emerged from the submissions received and consultations that have taken place to date in relation to the process to develop the post-2020 global biodiversity framework. A clear message from the discussions at the first meeting of the Open ended Working Group on the Post-2020 Global Biodiversity Framework (OEWG-1) is that such a mechanism should include consideration of strengthened assessment, planning, implementation, monitoring, reporting and review. Moreover, this post-2020 thematic stream should build on the substantial previous documentation and discussion on the topic of review mechanisms in the context of the Convention, including an analysis of existing mechanisms under the Convention, and under other relevant Conventions and processes.

In the above context, a thematic consultation on transparent implementation, reporting, monitoring and review was held at FAO headquarters in Rome from 20 to 22 February 2020, prior to the second meeting of the Open-ended Working Group on the Post-2020 Global Biodiversity Framework (OEWG-2).

The consultation was open to all OEWG-2 participants, including Parties and representatives of UN organizations, inter-governmental organizations, non-governmental organizations, Indigenous Peoples and Local Communities, industry, academia and youth. Its outcomes were made available to the Co-Chairs of the Open-ended Working Group for furtherance to OEWG-2 for its consideration, and will also be fed into the work programme of the third meeting of the Subsidiary Body on Implementation (SBI-3) in May 2020, during which a trial of an open-ended review forum will be organized and consideration given to options for an enhanced review mechanism. Further review of options for an enhanced review mechanism will be undertaken by the third meeting of the Open-Ended Working Group (OEWG-3) to be held in Cali in late July 2020.
