Session 2b: Why is e-commerce a challenge for manageing invasive alien species? [#1429]
As e-commerce continues to grow and improve its global reach, the volume, diversity of items and origins and the speed of transactions continue to increase which presents challenges for monitoring, identifying and taking action on high risk shipments. Lack of awareness that import requirements apply to this type of trade, mis-declarations and movement via courier mode also add to the complexity of the being able to mitigate risks.

E-commerce is a challenge because in most countries it is unregulated pathway. it doesnot follow proper process like having a phytosanitary certificate.

I agree. Many of the challenges stem from the switch from businesses importing in large quantities to individuals (with little or no knowledge of import requirements) importing small quantities delivered to their door by courier. Globally, e-commerce volume and value is expected to increase annually amounting to over $4 trillion dollars of trade by 2021.From a regulatory perspective, it makes it very difficult to monitor and enforce without hindering commerce and the interest for expedited releases.

Large volume and diversity format;
Lack of awareness, regulation and management standards;
Technigical or financial gaps for this emerging pathway.
