Cuban experiences on cost-benefits analysis [#1410]
Excuse me, because I am starting a little late to the IAS Discussion Forum. My name is Dalia M. Salabarria Fernández, I am biologist, Dr. in Biological Science, and work at the Cuban National Centre for Protected Areas, from Ministry of Science, Technology and Environment and  I am also, Professor at Ministry of Higher Education.
After this formal presentation, I have been Director from 2011 to 2017, of the  GEF/PNUD Project on IAS, tittled Enhancing prevention, control and management of invasive alien species in vulnerable ecosystems in Cuba. As an archipelago, located in a very complex area. From physical - geographical position, our project included, coastal and marine ecosystems, includinf with special interest, coastal wetlands, 5mountain ecosystems and, several productive ecosysmens. The project started at the middle of 2011 an finished  in Novenber 2017, with satisfactory results.
Regarding cost-benefits analysis, we elaborated and applied for several species of flora and fauna, a methodological guide to analyze cost-benefits and economical incentives and disincentives, and we have prepare a book which contains the methodological guide, and obtained results, with the different species.
This guide establish as methodological stages the followings:
I. Characterization of the specie.
II . Diagnostic of the problems related with the specie in their physical-geographical context.
III. Identification and quantification of the real and potential physical damage and benefits.
IV. To assign an economic value to the damage and benefits identified previously.
V. Select the solution alternatives to the identified problem.
VI. Assessment of physical effects for each alternative.
VII. To assign an economic value to each solution alternative.
VIII. Choose economical assessment techniques  .Apply techniques, compare different alternatives and choose the best one.
IX. Assess the sensibility for each alternative and suggest actions and adequate decisions to adopt.
