Determination of funding needs

In anticipation of the replenishment of the GEF Trust Fund, the Conference of the Parties makes an assessment of the amount of funds that are necessary to assist developing countries, in accordance with the guidance provided by the Conference of the Parties, in fulfilling their commitments under the Convention over the next GEF replenishment cycle.

GEF-9 funding needs assessment

Survey of national funding priorities, including nationally prioritized funding needs that could be considered as eligible for funding under the financial mechanism specifically for the period July 2026 to June 2030

In decision 15/15, paragraph 13, the Conference of the Parties adopted "the terms of reference for a full assessment of the amount of funds that are necessary to assist developing countries and countries with economies in transition, in accordance with the guidance provided by the Conference of the Parties, in fulfilling their commitments under the Convention and its Protocols for the ninth replenishment period of the Global Environment Facility, as contained in annex III to the present decision".

Previous funding needs assessments

In decision 14/23, paragraph 14, the Conference of the Parties adopted "the terms of reference for a full assessment of the amount of funds needed for the implementation of the Convention and its Protocols during the eighth replenishment period of the Trust Fund of the Global Environment Facility, as annexed to the present decision". The assessment report was presented to the third meeting of the Subsidiary Body on Implementation (Geneva, Switzerland, 14 - 29 March 2022)

In decision XIII/21, paragraph 14, the Conference of the Parties "Takes note of the report on a full assessment of the amount of funds needed for the implementation of the Convention and its Protocols for the seventh replenishment period of the Global Environment Facility Facility". Decision XII/30, paragraph 11 "Decides, in anticipation of the seventh replenishment of the Global Environment Facility Trust Fund, to undertake, at its thirteenth meeting, the second determination of funding requirements for the implementation of the Convention and its Protocols, in line with the terms of reference contained in the annex to the present decision".

GEF-8 Funding Needs Assessment, and Resource mobilization post-2020

In decision XI/5, paragraph 10, the Conference of the Parties "notes the report of the assessment of needs for GEF-6". Decision X/26 initiated the "Assessment of the amount of funds needed for the implementation of the Convention for the sixth replenishment period of the Global Environment Facility Trust Fund".

UNFCCC: Determination of the needs of developing country Parties

By decision 4/CP.24, paragraph 13, the UNFCCC/COP requested "the Standing Committee on Finance to prepare, every four years, a report on the determination of the needs of developing country Parties related to implementing the Convention and the Paris Agreement, for consideration by the Conference of Parties, starting at its twenty-sixth session (November 2020), and the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement, starting at its third session (November 2020)". In paragraph 14 of the same decision, the UNFCCC/COP further requested "the Standing Committee on Finance to collaborate, as appropriate, with the operating entities of the Financial Mechanism, the subsidiary and constituted bodies, multilateral and bilateral channels, and observer organizations".

First Report on the Determination of the Needs of Developing Country Parties: Executive Summary and Technical Report

Keynote presentation on the executive summary of the first NDR, Mr. Zaheer Fakir and Mr. Mattias Frumerie, NDR co-facilitators, SCF Side event, 3 November 2021. The event aimed to:
  • Enhance collective understanding of the available quantitative and qualitative information on the needs of developing country Parties related to implementing the Convention and the Paris Agreement, including inter alia, information on climate finance costs and investment needs;
  • Highlight processes and approaches utilized for determining the needs of developing country Parties and underlying assumptions and methodologies; and
  • Highlight opportunities, challenges, gaps and opportunities in determining needs.

Experts Meeting on Assessing and Determining the Needs of Developing Countries, Mandaluyong, Metro Manila, Philippines, 10 - 11 July 2019. The expert meeting (The summary of the meeting) aimed:
  • To explore ways and means to assist developing countries in assessing their climate finance needs and priorities based on available information;
  • To gather available quantitative and qualitative information on the needs and priorities of developing countries relating to the Convention and the Paris Agreement from national, regional and global reports; and
  • To identify information availability and gaps, including assessment of the climate finance needs and priorities of developing countries based on available methods and information.

11/COP.13: Memorandum of Understanding between the United Nations Convention to Combat Desertification and the Global Environment Facility

Stockholm Convention on persistent organic pollutants (POPs)

In decision SC-10/16, the POPs COP "Takes note of the report on the assessment of the funding needed by developing-country Parties and Parties with economies in transition for the implementation of the Convention over the period 2022−2026". The document UNEP/POPS/COP.10/INF/33 (6 July 2021) was in response to decision SC-9/15, paragraph 12, which adopted the terms of reference for the assessment of the funding needed by developing-country Parties and Parties with economies in transition for the implementation of the Stockholm Convention over the period 2022-2026, as set out in annex II to the present decision.

Through decision SC-8/16, paragraph 14, the POPs COP "Takes note of the report by the Secretariat on the assessment of funding needs of Parties that are developing countries or countries with economies in transition to implement the provisions of the Convention over the period 2018–2022". The document UNEP/POPS/COP.8/INF/32, 6 February 2017, was in response to SC-7/18 on assessment of funding needs.

By decision SC-6/17 on needs assessment, paragraph 1, the POPs COP "Takes note of the report by the Secretariat on the assessment of funding needs of parties that are developing countries or countries with economies in transition to implement the provisions of the Convention over the period 2015–2019". The document UNEP/POPS/COP.6/INF/20 (23 January 2013) was in response to decision SC-5/22 on needs assessment.

In decision SC-4/24 concerning needs assessment, paragraph 1, the POPs COP "Takes note of the report by the Secretariat on the assessment of funding needs of Parties that are developing countries or countries with economies in transition to implement the provisions of the Convention over the period 2010–2014". The document UNEP/POPS/COP.4/27 (annex) (22 January 2009) was in response to decisions SC-3/15 (Needs assessment), SC-2/12 (Terms of reference for work on modalities on the needs assessment for Parties that are developing countries or Parties with economies in transition to implement the provisions of the Convention over the period 2006–2010) and SC-1/17 (Preparation of draft terms of reference for work on modalities on the needs assessment for Parties that are developing countries or countries with economies in transition to implement the provisions of the Convention over the period 2006–2010)
