This OECD document looks at some areas where policies have perverse impacts on biodiversity and suggests approaches for how a reform may be undertaken with the goal of ensuring welfare improvements. In so doing, it focuses on government subsidies that cause damage to biodiversity. The messages, however, can also be applied to non-subsidy incentives that affect biodiversity. |
